The National Memo cited Professor Thomas Kinnaman, economics, in a study about the negative effect of recycling center closures on America’s homeless population. To keep recycling centers afloat, Kinnaman has proposed subsidizing the recycling of some metals and imposing a $15 tax per ton of trash.
